Moses Announces New Administrators to Key Cabinet Posts

New Administrators Prepare for 2003-2004 School Year

DALLAS–Dallas Independent School District General Superintendent Mike Moses has added three new administrators to help the district continue its commitment to improving student achievement and performance among the district's expected 164,600 students.

The three new members of the superintendent's cabinet are Lorenzo Garcia, deputy superintendent-Instructional Services; Troy Coleman, associate superintendent-Human Resource Services; and Manuel Isquierdo, who will serve as Area 8 superintendent.

"We are committed to attracting the most qualified and talented people when it comes to educating our students," Moses said. "These three professional educators are focused on achieving the district's top priorities of improving student performance, ensuring student safety and supporting teachers."

Garcia replaces Hector Montenegro who left to assume the superintendency in the Ysleta Independent School District. Prior to accepting his current position at DISD, Garcia was the assistant superintendent for Accountability, Technology and Support at Spring Branch Independent School District.

Garcia's nine-year tenure at Spring Branch Independent School District started in 1993. He was principal at Spring Woods Senior High School from 1993-1999 where he monitored the instructional process and transformed the high school from Texas Education Agency's low performing status to a recognized rating. He improved student performance by restructuring the overall academic program, which resulted in the high school being named a National Blue Ribbon School. Garcia also has served as an area superintendent in Spring Branch Independent School District./

He has received numerous awards, including the city of Houston's Mayor's Excellence in Education award and was named 1997 Texas Principal of the Year by the National Association of Secondary School Principals.

Currently enrolled in the University of Houston's doctoral studies program, Garcia has a master's degree from Stephen F. Austin University in Nacogdoches, Texas and a bachelor's degree from Angelo State University in San Angelo, Texas.

Troy Coleman joined the management team as associate superintendent for Human Resource Services and will replace Willie Crowder who is retiring after 34 years of service. Coleman's background in personnel management includes experience managing his own Dallas-based human resources consulting firm and serving as senior vice president of Human Resources at Efunds Corp. in Milwaukee, Wis. Coleman also has served as personnel director for the city of Dallas.

Coleman received his bachelor's and master's degrees from Texas A&M University in Commerce, Texas and obtained his doctorate degree from the University of North Texas in Denton, Texas.

Area 8 Superintendent Manuel Isquierdo comes to DISD from Arlington Heights, Ill. He served as principal at J. Sterling Morton East High School in Cicero, Ill in 1998. During his tenure, the school's dropout rate was cut to five percent from earlier rates of 10.8 to 12 percent in the 10 years prior to his arrival. This accomplishment garnered him an invitation to speak at the White House Strategy Session on Educational Excellence for Hispanic Americans with President Bill Clinton.

Under his leadership, J. Sterling Morton East High School was voted the "Most Improved Hispanic High School" in 2001 and 2002 by LULAC of Illinois.

Isquierdo is currently a doctoral candidate in educational leadership at National-Louis University in Wheaton, Ill. He earned his master's degree from Michigan State University in East Lansing, Mich. and a bachelor's degree from Saginaw Valley State College in Saginaw, Mich.
