Dallas ISD Hires Integrity Officer

Office will marshal resources/activities of district operations centrally

DALLAS—The Dallas Independent School District today announced hiring Donald Smith as the District Integrity Officer.

Smith has over 25 years of experience as a criminal investigator with the U.S. Treasury Department in the Internal Revenue Service's Criminal Investigation Division.

"One of the goals for this position is to ensure that a high level of openness and propriety are maintained throughout the district," said Superintendent Michael Hinojosa. "In order to reach our goal of becoming the top district in the nation by 2010, we must ensure that every aspect of the district from academics to finances is strong."

Before joining the district, Smith worked as a contract federal background and security clearance investigator. From 2003 to 2006, he worked principally as a corporate compliance investigator with Blue Cross and Blue Shield of Texas conducting corporate employee misconduct and business ethics investigations. Smith worked in various field offices for the U.S. Treasury Department, IRS from 1975 to 2003 as a management official, supervisory special agent, and special agent in the Internal Revenue Service Criminal Investigation Division, and for his first two years as a revenue agent in the IRS Detroit District office. As an IRS special agent, Smith conducted investigations concerning violations of the tax, bank secrecy, money laundering, bankruptcy criminal statutes and other related federal criminal statutes.

Smith retired in 2000 as a Lieutenant Colonel in the U.S. Army Reserve, Military Police Corps. His last Army Reserve assignment was as the reserve mobilization commander for the Army Criminal Investigation Division Command at Fort Hood, TX. He is a graduate of Northern Illinois University, the U.S. Treasury Criminal Investigator Academy and U.S. Army Command and General Staff College.
