Dallas Independent School District is seeking input from numerous and diverse sources as it develops its 1999-2003 District Improvement Plan. Parents, district employees on all school campuses and the community at large are being asked to provide feedback after examining the district’s mission statement, its goals and major initiatives. They are encouraged to comment on programs and offer suggestions for improvement. Their input will be combined, analyzed and used in creating the final plan.
The Board and school administration are vesting unprecedented effort toward involving the entire school community in the development process for the District Improvement Plan because of its innovative nature and purpose. Stakeholders including Parent Teacher Associations, Districtwide Advisory Groups, and representatives from various chambers of commerce have been involved in the plan’s development.
"We believe that people support what they help create. They have played a pivotal role in laying out a five-year roadmap for the district to follow and we are confident that we can count on their backing," said General Superintendent James H. Hughey.
"The 1999-2003 District Improvement Plan is unique in its approach and utilization. It will be used to establish the goals and guidelines for the district’s schools and, for the first time, it will directly affect the district’s budget process for the next five years," Hughey added.
The plan will have two parts: a long term strategic component for the district to follow for the next five years and annual tactical plans to be followed for specific direction for each year. Development of the district’s budget will be affected by the plan starting with the 1999-2000 school year.
Input received from all groups and individuals will be combined for thorough consideration and analysis during formulation of the final stages. The public is invited to follow the progression of the District Improvement Plan at the following meetings to be held at the School Administration Building, 3700 Ross Avenue.
Nov. 23, 1998—Board of Education/Districtwide Committee Work Session, City Place, 9 a.m.
Nov. 30, 1998—Management Team Work Session, 9 a.m.
Dec. 16, 1998—Public Forum for Input, 6 p.m.
Jan. 12, 1999—Education Committee/Presentation, 3 p.m.
Jan. 20, 1999—Committee of the Whole/First Reading, 3 p.m.
Feb. 1999—Board of Education/Second Reading
March 1999—Board of Education/Third Reading and Adoption
Feb.-Aug. 1999—Development and Implementation of Multi-Year Budget Development Process, 1999-2000/2000-2001
"We want everyone to have an opportunity for involvement in the plan’s evolution ," Hughey said. "Our goal for the 1999-2003 District Improvement Plan is to have the best possible plan with the highest degree of public participation in its development."
